So I've noticed some issues that the conglomerates are facing. Some are heavily exploited by players.

Guards get stuck very easily.
I've noticed that it's very easy for guards to get stuck.
Now it's understandable, they're huge and bulky. But it's still annoying
how people can simply just run into the metro and shoot them while they're glitched.

Soldiers walk a bit too slow.
Some soldiers walk and shoot. That's weird and in my opinion they should be able to run and not shoot you when they're like a mile away (Shotgunners).

If 2 guards engage at you, they'll collide into each other.
It's pretty self explanitory.

And the last thing that kind of ticks me off.
It's when people have huge shops set up, see conglomerates drop and literally do nothing.
They never put their gear to use and just ignore them as the conglos don't really move up.
And just wait for like Raphael or someone to mow them down with an m60.
So it would be good if there was a system in place where it would find a place where
there are a lot of people and drop conglomerates in that area.

The first part of your issue might be a problem with nextbot mapping. mM pretty sure the generated nextbot mesh probably glitched out or somethin, maybe it requires some manual editing.
Ai is limited cause Gmod is a old source game, if the guard's collisions were disabled both ca nrun after you without bashing into eachother

I think the biggest issue when it comes to conglos is the fact that in the scenario where Player A tries to focus guards on himself/herself to make Player B able to snipe the other soldiers and when he does so the guards just face Player A while still chasing the Player B by Moonwalking at him.

The conglo AI are a bit buggy at the moment I can agree. However I believe there is work already being done to fix them?
